Seam Resizer
Seam Resizer is an application that modifies the width to height ratio of images using seams, as described in the 2007 paper by Shai Avidan and Ariel Shamir. It runs in python, and is fairly slow (I would recommend using "Liquid Rescale" in the GIMP)
